As per the current policy, the video must folow same requirements of section 2.
Section 2 states: "The picture should include the face of the submitter facing the camera and the facial features must be visible."
In this video, the lower part of the face is being blocked by the screen the subject is holding, hence the face is not fully included in the video image.

Also in case 899 the submission is challenged because of video mirrored but submitted is also warned that chin is not visible.
